when i click send and my friends contact, it only gives me the choice to pay using goods and service and doesnt give me the option to choose friends and family.

The friends/family option is unfortunately not available in every country, and I don't think its available in yours.
Have you checked if https://www.xoom.com/ is a better option for you?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
