I get PayPal internal error page when i try to link my card, i also have "The way you access your account is changing. Please check your phone number to keep using your account without interruption." on main page, which when i click on just leads me to my profile page, i changed my phone number, and it did nothing, the whole site kind of looks broken, profile picture is not loading.
As you have not added your country to your community profile or said in your post then we can't help at the moment (Paypal varies a lot country to country).
