I cannot withdraw or send money

Hello everybody,

I am unable to either withdraw or send money from my PayPal account.

I was initially told to wait for 24 to 72 hours which I have done several times already without success.

Has anyone ever experienced this? And how did you go about it?

I have tried my best to contact customer care without success.

kindly assist. Thank you in advance
