How to withdraw my money, while permanent limitation and I don't have access to the card linked now to my account?

If its a permanent ban then..........

Paypal holds your funds for 180 days as that is the same timeframe that buyers have to open paypal disputes.
So if no disputes are opened against you in 180 days then you are allowed to withdraw the funds as long as you were over 18 then and the account is in your legal name. Sometimes Paypal request further documentation from you before you can withdraw those funds.

Unfortunately it's permanent limitation like I said earlier, and I don't have access to the card linked now, I can't link any card, and 180 days already passed..

I already did but I don't have a us bank account to link it! I only have a Credit Agricole bank account in Egypt, So what can I do?

Then if you don't have access to a US bank account or a visa card then you won't be able to withdraw the funds unfortunately.

Can't you get a visa card and link it?

As I said earlier I can't link my Visa because of the permanent limitation, that's what I need help with! The old one linked is lost and the bank sent me a new one, so I can't link the new one.. help me please

Then your best bet is to ask customer services to link it for you.

 

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
