How to refuse a payment

Hi. I’m new to PP. I sold something off marketplace the buyer asked to use PP. I set it up and he sent payment. I remained in “Hold” it seemed forever. The package was heavy and I now had to pay postage out of pocket… after 2 weeks money on hold I had another buyer interested who did Venmo. Immediately received money was able to ship to this 2nd buyer. Now being harassed by the first buyer who insisted on using PayPal that they want their Money back. Money I never received… it sat on hold for almost 3 weeks. How does this first buyer get his funds back… funds my bank never received? Am I missing something? PLEASE HELP

A buyer can open a dispute for non receipt of item but you would win if you had trackable proof of delivery OR item received but not as described BUT as long as you respond to the dispute then normally the buyer has to return the item back to you trackable as well before you have to refund IF the buyer wins the dispute.
Your best bet is to read up on Paypals seller protection policy to risk assess your transactions.
