How to add/link a card

Hi I am an Indian student living in the UK. I have brought a Travel/Forex card which is VISA Corporate. This card is registered with an Indian bank branch; ICICI bank.

I am not able to link my card to PayPal. Every time I try to, it says we ran into an issue, cannot link your card at the moment. Kindly help me with this issue.

Also, I want to know what address do I enter for the billing address, if it is the address with which the card was registered, then it is an Indian address and the billing address asks for a valid UK pin code. So I tried with my University address but it still wont work. Please guide me.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

Billing address of any card has to match the paypal registered address of your account.
