I'm sorry to hear that you're unable to send a payment. This can happen for a few reasons. Please try the payment at a later date without making any attempts for a full day or more. If the problem persists, please reach out to customer service by phone for troubleshooting. Click Contact at the bottom of the PayPal website, then Call us, then log in to get the number to call.
