Help: cannot withdraw or make payments

Hi, Paypal was working fine yesterday until all of a sudden it started declining both payments and withdrawals with this message: "We're not able to complete this transaction at the moment. Please try again later."
I tried to email customer support but all I got was a canned automatic reply. I still cannot access my funds. I am a UK customer. What can I do to get this resolved?

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
