Thank you for bringing this to our attention and regarding your question it would be better to call your bank about it and for them to inform you the possible reason why they declined the transaction, if it's due to insufficient funds paypal will still try to collect the money from your bank again, if it's for other reason try to communicate with your back again so you can reprocess your payment.
