Hello, I read that there is a $5,000 limit on transfers out to a debit card, does this apply also to receipt of a PaypL check sent to me?

Transfer to a Debit card has a 1 percent ($10 max) fee - correct?
While a check has a $1.50 fee ONLY - correct?
