It took me almost 3 onths before I can link my card. After linking the card, I was charged twice yet I did not see any activation code. I have my accout statements with me. Now I can no longer chart with custormer care again.

As you have not added your country to your community profile or said in your post then we can't help (Paypal varies a lot country to country).
