When you try to re-link the same card, the system may not let you as there are fraud protection alerts in place for your benefit to prevent unauthorized use. If the system prevents you from re-linking the card - you would need to contact or phone customer service for assistance.
thank you for answering my inquire regarding my card issue but how ever i also contacted PayPal service the other day around with the same issue about card and it contradict to your answer.. here is the copy paste of their answer "

I highly recommend you to remove and re-add your bank"
So my question now is, what is the best way to edit my card information, like expiration date and the three digit number?
