Can't transfer founds to my cards

I always get this message when trying to transfer money from my Paypal account to my cards "Sorry about that. We can’t complete this for you right now. You can try again in a minute or two. If you’re still having an issue, let us know."

I waited and still can't transfer. I removed the card and re-added and can't transfer. I tried contacting the support center, and it says it's currently unavailable.

Have you added and confirmed a credit card visa on to your paypal account?
