Can't link my Bank Account, and I have a second issue I can't solve.

Firstly, I can't link my bank (checking) account to my Paypal account, but I'm not really getting any error message that can help me fix it. I just spent 30 minutes on the phone with my bank, so I'm sure its Paypal.
The only message I get related to it is:
"we're sorry. We're not able to process your request right now."
And that my account wasn't linked. No other messages to help me fix this besides it telling me to check my account (but as I said, my bank account is fine IIRC).
Speaking of issues I can't fix, my paypal account is telling me
"There’s a problem with your account. Be sure to resolve it to restore full account access."
But when I click "resolve account issue", the page just reloads without actually fixing anything. Again, I have no idea why this is happening!.

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
