Can't link bank account via IBAN

Hey,

 

I usually withdrew money from PayPal via my bank account that I'd linked years ago. About a few weeks ago, I couldn't do it any more so I removed the link and wanted to do the linking again.

 

When trying to do that, I always get the same, totally unhelpful error every time, "Sorry, we're not able to process your request right now":

The only thing that has changed regarding my bank account is that I got a new debit card linked to it. (That's not even a change to the bank account but that's the only thing I can think of.)

 

I triple-checked, the IBAN is correct. I'm not sure what's going on, can anyone shed some light on this?
