Can't add INR as a currency for my wallet whereas I can do it in my sister's wallet.

I created my sister's PayPal account and it shows 2 currencies Rupee/INR (Primary) and USD. I who created my account as well, can see only USD as my currency and when I tried to add a new currency INR doesn't even show up as an option. Why is it so?
