Can’t activate my card

I tried to link my card to my paypal account and it’s linked successfully and they took a 1$ fees then i tried to send a code for full activation and they said “ Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions.” So please what should i do right now?
