Can I transfer a large amount of money from Canada to China via Paypal?

Hello,

My bank BMO wouldn't allow me to wire transfer money in my bank account to China, unless I meet their representative in person. 

I need to transfer a large sum of money from my BMO bank account, attached to my Canadian Paypal account, to my Chinese Paypal account. 

Is this viable? Are there any restrictions? And will there incur any handling fees?
