CS gotten so bad, so bad. PP not letting me send money to family.

I've used PP for years to send money to family. This time I entered the relative's email address, which it accepted. Allowed me to fill in the amount and a note. On SEND it said there's a problem with my PP account? I have several payment accounts there. I have a Preferred one set. So why is there a problem?

How long are CS's departments going to nurse this "virus" thing along. Our countries customer service is worse than 3rd world. It's time for them to get back up to speed, in increments of course.
