Bank charge while transfer money

Hello My paypal account connect with my personal Bank such as Deutsche Bank. Usually bank charge extra 40Euro if I make transaction outside of the Europe. If I use Paypal account to transfer money outside of the Europe then is my Bank charge me extra 40euro ?
