Thanks for reaching out, welcome to the Community! I'm sorry to hear you're running into some issues sending funds to your friend. There are some countries that do not allow Friends & Family transactions to be sent or received. I would recommend trying to send it as a Goods & Service payment and see if it goes through that way.
