What usually happens is if the amount lets say 20€ and you only have 10€ on paypal balance, you would go through the transaction paypal will take the 10€ and take 10€ from the bank card too.
If there is no money in the bank card or it has declined for some reason then the payment will fail and the paypal balance will not be affected.
