So I tried adding my debit card from last week and it said "sorry we can't complete your transaction right now".I don't know what the problem is now because my debit card is okay and I even called my bank.I tried contacting paypal and I can't seem to find the message thing and you can't call them right now

Log on, click the bell icon at the top menu. Click Inbox. Click View Messages. Click + New Message button.
