If you navigate to Activity and select Download, which redirects you to Reports > Activity Download and then select any option from "Transaction Type" for any date range, in CSV format you will find that all, or most, debit card transactions, do not have their Name listed like all other transactions. Instead it's blank.
I believe this is a bug, and is broken. I'm requesting PayPal development team resolve the issue.
