I can't pay or send money

Why in the **bleep** I am being unable to pay on g2a.com or send money to any paypal account ? what is this ? after resolving this I will stop using paypal since they hold our money for ages and you can't touch your money.

I can't send my money either, I have this problem for 2 days but its not the first time this happens, its so frustating for real
