Pay Pal Debit Mastercard - Rip Off

I purchased a pre-paid card at CVS with the PayPal logo for $4.95 so I could quickly get money into my Paypal account. I called PayPal just before buying to make "certain" that I could add funds and then transfer into my PayPal account. The phone support person said that I could immediately transfer money deposited into my PayPal account. At the point of purchase I added $140. Now the trouble starts. I call to activate the card and they start asking me for stuff on my credit report and tell me that there is a $4.95 per month charge to have the card whether or not I use it and they want $ every time I use it for purchases? THAT IS A RIP OFF and nowhere on the packaging does it mention these charges. The Mastercard rep that I called (number listed on card) says that I cannot transfer money directly into my Paypal account with the card. This is a PayPal debit card and I cannot transfer money into my Paypal account with it. I AM GOING TO FILE A COMPLAINT WITH THE BETTER BUSINESS BUREAU AND AM FILING TODAY A SMALL CLAIMS COURT CASE to retrieve the $4.95 and deceptive advertising. Also going to the CA State banking commission to report this rip-off.

This cracks me up because you CAN take out to add to your card..they win either way. In addition they DO NOT let you load a PREPAID card with a credit card and blamed it on my credit card company told me to call them..so I did and they would love to be able to, the even offer a transfer from your account in PayPal so why cant I add to PayPal prepaid..I will tell you. THEY DO NOT WANT TO PAY THE CREDIT CARD FEES!!!! kind of ironic huh!

1 more thought ..a friend who used their prepaid is charged $8.00 after spending the 5 for the money pak..every she loads her card. SOOOOOOOOOOOOOOOO 1 sided I wish I did not have to use Paypal but I do..it is a name people know and trust bwahahahaha

Just upgrade your account to Premium or Business and get the PayPal Debit Mastercard (NOT a prepaid card!). It has zero monthly charges and no transaction charges. Then add your bank account as the default funding method. Then you can use this debit card for anything and you don't have to add funds to your card cause it will just pull what it needs from your bank account. Then you never need to deal with pre-paid cards again or the fees associated with them.

The only thing you would need to have the funds actually in your PayPal account for would be to take out money at an ATM, but if you are transferring funds you obviously have a account you can use at an ATM. You can also add funds from your bank account it just takes 3-5 days to process but is uneeded if you have the debit card & your bank account attached.

And as an added bonus if you use the PayPal Debit Mastercard for any purchases as a credit card (signature transaction) you get 1% cash back on every purchase. I use this card for everything including bill payments and I receive approximately $30 cash back a month.

It's possible that the person you spoke to from PayPal thought you meant this PayPal Debit card and not the pre-paid ones.

You should not have to file a court case to get back $4.95. You should just ask to speak with a supervisor or higher and they will likely work out a refund or some kind of compensation. You will pay more in filing fees for small claims court then getting back $4.95 and it's entirely possible that the Judge will through the cash out for such a small amount, to them it's a waste of time.
