User passsword needs to change everytime

I have a paypal business account. There I created an user to login and control my paypal account. I provided all details of him and now he is verified/active by paypal.
But now when he tries to log in, everytime he is not able to log in. I need to change his password everytime to make him logged in.

I contacted support yesterday. But Support is not responding me till now.What's the problem and how to fix it?

I am sorry to hear that you are having such issues logging in. Generally, you will only be asked to change your password like this if we have detected that you are logging in from an unsecured location. Please ensure that your location is correct and that you are logging in from a secure connection.
