You can but its not necessary, just select your bank account as the funding source (if it is confirmed) during checkout and PayPal will charge your bank account. Note, the checkout system may ask for a back up credit card to use instant bank transfer method (PayPal fronts money ahead to recipient immediately and await your bank payment to clear, instead of eCheck (super slow)
To add money, click the 3 dots icon near the PayPal balance on the website.
