I'm sorry to hear that the card you'd like to add is associated with another account.
If the card is registered to your name and address with Visa, can you request a statement for that card? If so, you can contact PayPal customer service and request that the card be enabled for use with your account. The representative can also investigate if the card was used elsewhere, indicating that it may have been compromised. You will most likely be asked to provide the documentation that shows your ownership of the card.
If the card is not able to be registered to your name and address, it will not be able to be used in the PayPal system.
To contact PayPal customer service, please click Contact at the bottom of the PayPal website, then click Call us, then log in or call as a guest. Phone is the safest way to discuss card numbers.
