FICA DOCUMENTS

I have been trying to link my paypal account with FNB but it keeps on giving an error of FICA DOCUMENTS. I have uploaded my fica documents on the fnb website. I do not bank with fnb. I went to my nearest fnb branch to get assisted but they said I must contact paypal
