Can't link my Philippine debit card

can someone help me with this? i always get an error from linking my debit card here in paypal

To add a card:

1. Go to your Wallet page.
2. Click Link a credit card.
3. Enter the required details and follow the on-screen instructions.

   Note:

   • You can’t register your credit card to more than one PayPal account. If you have already linked your card to another PayPal account, please log in to that account and remove the card before you register it to the new one.
   • Once you add a card to your PayPal account, you will need to confirm it in order to remove your sending and withdrawal limits. How do I confirm my credit card?
