Calls from <removed> asking to confirm my email address for security reasons. Scam?

I received a call from an Irish guy on <removed> asking to speak with me (said my first name), I then asked what it's regarding and he said I need to confirm my PayPal email address before discussing anything.
I said for my own security reasons I'd rather not hand out my details without knowing the reason for the call or that it was definitely on behalf of PayPal so I asked him to email to my PayPal email what the call was regarding so I could call back.
He said he cannot email as he needs the email to do so.
Sounds extremely phishy to me.
He then said if I check in my account I should be able to see what the call is regarding but having looked in my account dashboard, there are no alerts, notifications or activity.
I told him to call back whilst I take a look in my account and have ignored 2 call backs since.
Am I right in thinking this is a scam or is this actually PayPal? Would they ever call and immediately ask for details before proceeding?
