Account in CHINESE for months with no resolution

PayPal customer service is being evasive and their tech support is passing me back and forth and offering zero assistance, I’m so fed up, this is a business account and I’ve had it over two decades without incident and have never had issues with customer service. Another thread said this issue had been resolved, its not and has been wrong for months. HELP?!

Try clearing your history / cache / cookies etc.
Also check your browser settings.
