Why does my account need verification when all verification checks are completed successfully?

My dashboard says I cannot transact until I verify account information.
When I click to verify, it says all is verified and wait 7 business days.
It's been more than 15 business days and still nothing; all green checkmarks, but I still can't transact, and the notification still appears on the dashboard.
What's up with that?

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
