Why does Two Form Authentication seem broken here?

I enabled Two form authentication when my eBay account got compromised and some fool tried selling bitcoins. That was the only way to stop the hacker from getting access to the account so I could change the email address without them knowing what it was. So I turned on Two form Authentication on all sites that offer it. What concerns me about it on PayPal is I don't even know if it's real. There have been a few occasions where I had transposed a number or simply entered a wrong number and PayPal says "Oops, looks like there was a problem" But, if I just ignore the screen and click on the PayPal P at the top of the screen, it just goes right into my account as though Two form authentication doesn't do anything but send me an SMS to enter a code that doesn't even need to match what's entered on the site in order to gain access. Maybe this is by design? Hell, designers of UI and everything in general have to dumb everything down to make it easy for idiots. Whos to say that they don't need to be an exact match, perhaps they assumed the user is likely a bumbling fool who just might transpose a number so if the number is close enough it lets it go through. If that's the case, please turn the idiot feature off on my account. If the system still grants me access after I've entered the wrong code, it must be a design flaw that leads to a security issue. I called PayPal and the recording mentioned using an online chat feature that apparently doesn't exist anywhere on the site and I had to have them call me back because the hold times exceed 1 hour and 1 minute according to the recording. I hope I can answer the phone at that time and I'm in a position to talk. Can we ask IT to look into my account from here?
