This has been going on for weeks now.  I've created a Paypal account.  I've linked a checking account, and it's verified.  Trying to link any credit card results in a (successful) $1 preauth from Paypal on the card, but Paypal inevitably displays "We're sorry. We're not able to process your request right now. Please try again later."

 

There are no humans answering the phone - ever - and the messaging people say that the only way to fix this is to talk to a human.

 

FWIW Ebay is also preventing me from using any credit cards, and I've heard rumors that Paypal will randomly block people - and ALL of their cards - based on their address?  Is something going on that I'm missing here?
