If I close my business account and create a new personal account, can I use the same phone number, email and bank account information in the new account?
As long as you remove the phone number and bank account from your paypal account first then paypals says you 'should' be able to re-use those details.
However some folks have had issues doing so, so nothing guaranteed.
However you can only add a bank account to ANY paypal account x3 times in that banks lifetime so if you have already added it that amount of time you won't be able to do so again.
