Unable to verify identity

I have been trying to link my bank account to my paypal (CGD) and of course it asks me to verify my identity. I input the IBAN, the phone code it sends to me (several times in fact since it asked me to input a different code a few times in a row) and yet it says it cannot verify my identity. Can't even send them an email, as clicking to do so sends me to a "can't verify your identity" page.

Any solutions?
