Trying to confirm 2nd email and make this primary, but not receiving the confirmation email

Trying to confirm 2nd email and make this the primary email, but not receiving the confirmation email to my 2nd email.  I've checked junk/spam, all folders and I've even added the paypal email address to my contacts.  What can I do next please?
