Refunding a eBay buyer

Hi, I’m trying to refund an EBay buyer for something they haven’t received. I’ve made a claim with RM and are waiting for their response but for some reason, every time I try authorise the refund to the buyer on PayPal it says it cannot be refunded due to technical issues? I’ve tried this is a few times now and having no luck!! HELP

What funding source are you using to issue the refund, funds in your paypal balance OR bank account?

Which country are you in?

If you are using funds in your balance then is the total amount of refund money in that balance or is it the balance - the fee that paypal deducted?
