Question about Validating Paypal Account

Paypal Community,

The links to my paypal account from my personal website lead to a page that says simply, "We can't complete this donation. The receiver doesn't have a valid PayPal account." Why would this be? My account is otherwise normal, except that I have not linked it to my bank (I am in the process of linking to my bank now), but I am not sure if this is the issue. I would think that my paypal account would at least be valid to receive funds. Can anyone help with this? Thank you.

We make it easy to set up your site to take payments, but to withdraw more than $500 a month you will need to verify your account.
