Problem when trying to link new debit card to paypal

Hey, I got a new debit card yesterday and when I'm trying to link it to paypal I'm getting this error "Your card has been declined. Please try a different payment method."

Is the card activated? Does the billing address of the card match billing address on PayPal account? Is the card issued in the same country as your PayPal account? Is the card enabled for online use? Also check with card issuer to see if there they are declining it.

Click “Message Center” under search bar.

2. Click Account profile and set up

3. Click Credit or debit card

4. Click Link and confirm

5. Click a contact option after the “This information might help” box

Yes the card is activated and enabled for online use. Billing address matches too and the paypal account is issued in the same country as my debit card. No idea what I'm doing wrong.

May depend on which country you are in as in some you can't add a debit card.

Well my previous one was working just fine, but I had to block it because my debit card info got leaked and someone made purchases using my debit card
