PayPal password resseting

I have another account that I forgot the password for. I can't reset my password since I just instantly get redirected to "Sorry, we couldn't confirm it's you" they say I can choose a method to verify, but I never get that pop-up! it just redirects me to that "Sorry, we couldn't confirm it's you" after clicking next button. Please help.

Full verification is required before access assistance can be given. For this reason, you will need to call our Customer Support team over the phone. Please click on "Help" at the bottom of any PayPal page, on the next page select "Contact Us" -> "Continue as a Guest".
