Pay pal Small Amount Rule and potential Scam

So I sold a purse on Facebook for $315.  Received an email.  No deposit shown.  Received the following email from paypal:

We are really sorry for the late response, We encountered a little problem while crediting your PayPal account, you have a pending payment of $315.00 USD but we have a problem crediting your PayPal account with that amount because your account is not a premium business account and cannot receive above $150.00 USD.

Your PayPal account has a small limit of an amount that can be deposited so therefore you are to quickly expand the limits of your PayPal account to enable your account to have a fund maximum limits. 
 
You can take this few steps to expand your limit:
 
Contact the last payer of your account  to send in an additional payment of $900.00 USD so that your account limit can be expanded, as soon as this is done, we will credit the total amount of $1,215.00 USD into your account immediately without any further delay.
 
 
Note that an alert has also been sent to   in regard of the $900 USD additional payment he has to send to you, we will secure this transaction with high priority that neither the payer nor the payee will lose funds in this transaction.
 
We await your swift response.

Now the seller wants me to send them $900 from Zelle to cover the amount they sent (still hasnt shown) so my paypal will will upgrade me.  Is this a scam or for real?

Total scam, you don't send money to upgrade an account.

Paypal would never tell you to use aother payment provider ie Zelle.

If a buyer pays the funds SHOW in your paypal balance immediately, if they were pending they would still SHOW in your balance.
