Overdraft bank account

If my bank account has a negative amount but I recieve a payment from a friend via PayPal can I still use those funds to buy things such as food delivery?

Yes, if your PayPal balance is a PayPal Cash balance account that lets you park funds in there. The bank can't go in to your paypal cash balance and deduct what you owe them. They won't even know you've received this money.
