Not phising emai but weird email from PayPal

I received an email this morning from PayPal (I guaranteed it was really PayPal not a phishing email) that said I changed my phone number. When I logged in (not from the email) the phone number in the email was not there. All my correct phone numbers were there. There was no fraudulent activity on my account. I changed my password anyway. I have tried to contact PayPal but they have closed any avenue to reach them. My issue doesn't fit any of the offered categories and even if I use one of them it just presents Help links with no way to contact them. Any suggestions on what I should do here?

Finally got to PayPal. The phone number in the email was on my account as inactive. No one could explain how it got there (I have never had that phone number) and why the email was generated since the number was inactive. Since the number is inactive it can't be reactivated so there is nothing to do. I have two factor identification but I changed my password anyway.

 

Just thought I'd let anyone reading this know in case it happens to you.

I received an email as well, however when you hover over the link inside the email (without clicking it) it is NOT to a PayPal address. 

The link goes to:   https://oktujsqwe.page.link/qbvQ  

PayPal will never send you an email like this.  If you do - its a scam.  Also look for spelling mistakes this one alone has 2 - this is very common with translation software used by the scammers.

Suspicious Activity on Your Account
Your Account information has been changed. [ Billing or Shipping Address ] As our security precautions, we need more informations from you. Your account will be limited until you provide some additional information.
PIease login into your Account and review your activity by clicking link below:
https://paypal.com/login?

Mine is definitely NOT a phising email. The link goes to PayPal and there are no spelling errors.

Im curious to understand if. You actually had an issue to fix or was it a phishing scam?

I didn't click the link in the email even though it did go to a valid PayPal login screen. I logged in by typing in the URL for paypal login. It was an issue in that the phone number did exist in their system. What was weird is that the number was inactive. No one could explain how it got there as I never had that number. Nor could they explain what triggered the email.

 

I suggest that you call them to check it out. You may have the same result but better to be safe.
