I accidentally put Canada instead of California I am trying to change the nations to Cali but there is no button to change it

As long as you have the correct address in your PayPal account, I don't think it matters

Of course it matters, you can't use another countries Paypal account as Paypal is country specific and you have to add a bank account / card / address and phone number all from the country you are living in.

You would need to remove anything you added (if you were able to) close that account down and open one in the correct country.
