Name Change Request

I have been trying for weeks to have the name changed on my account. I have all of the required documentation and have submitted it multiple times. When the web page actually lets me submit (rarely) i only get an email back asking for me to submit the same stuff that i just gave them... I have been trying for 3 days to speak with someone on the phone... Waited for HOURS on hold with no answer, waited for call backs from an agent (when they call back the agent hangs up immediately). What can i do to resolve this? My business needs this money!!!
