My Paypal transaction receipts are going to someone else's email address. Any ideas why?

I have had two PayPal receipts emailed to someone else's email address. I contacted the two vendors who sent the receipts and they have no record of the other person's name in my transaction. I spoke to someone at PayPal who did not have an answer other than to contact the person who has received my receipts and have them block PayPal receipts from their Gmail account. This is an unacceptable solution. It is not a solution. There is something wrong with the technology and it needs to be resolved. I asked to escalate the issue to technical support and was told that there is no escalation procedure. Has anyone else had this issue?
