I keep on getting error message ACCESS DENIED

I keep on getting error message ACCESS DENIED now for two months if fiddle with PayPal and get it to work and then after few days it happens again.

I cannot even go to the help menu it does it keeps on giving me access denied.

i am getting so frustrated can anyone help.

I have cleared my history too but it still persist
